The Rwanda Investigation Bureau (RIB) has arrested five individuals, including Heradi Sefu Josue, popularly known as Prophet Joshua, in connection with alleged offenses related to the misuse of Rwanda’s national currency.
According to RIB, the arrests took place on December 17 and 18, 2025. The other suspects are Mbabazi Winny, Niyigena Deborah, Murekatete Alice, and Umutesi Salima Linda. They are being investigated for degrading the value of the national currency, while Prophet Joshua is additionally accused of failure to explain the source of his wealth.
Investigations indicate that the suspects repeatedly used Rwandan banknotes for decoration purposes, including embellishing cakes and flowers at various ceremonies. These activities were reportedly recorded and shared on social media platforms such as TikTok, Instagram, and YouTube, where they attracted public attention.
RIB stated that it has, on several occasions, warned the public against actions that undermine the dignity and value of the national currency. Such acts include scattering money at events or using banknotes as decorative materials to display wealth, practices which are prohibited under Rwandan law.
Under Article 221 of Rwanda’s Penal Code, degrading the value of the national currency is a criminal offense. If convicted, an individual may face a prison sentence ranging from one to two years and a fine between RWF 1,000,000 and RWF 3,000,000.
In Prophet Joshua’s case, investigators have added the charge of illicit enrichment, as outlined in laws related to the fight against corruption. This offense carries a penalty of seven to ten years in prison, along with a fine equivalent to three to five times the value of the unexplained assets.
RIB has once again urged the public to refrain from any activity that disrespects or devalues the national currency, including its use in entertainment, decoration, celebrations, or online promotion, emphasizing that such actions are punishable by law.
Investigations are ongoing, and the suspects are expected to be handed over to judicial authorities once preliminary inquiries are completed.
